The Prime Minister opened the meeting by saying that he was delighted to have the Narcotics Control Board meeting because the drug problem is an important issue for the country and is the foundation for further economic development. Drugs need to be taken care of well. After visiting many provinces, he has continuously received feedback on the drug problem from both MPs and the public. He believes that it is a serious problem that destroys mental health and creates family problems. The government has designated the drug problem as one of the 1 urgent policies to be implemented immediately. The government will expand the operations of the government of former Prime Minister Settha Thavisin, who designated the prevention and solution of drug problems as a national agenda.

The Prime Minister also monitored the results of operations from June to August 31, 2567 in 25 provinces, including Bangkok; the North, including Chiang Mai and Nakhon Sawan; the Central, including Samut Prakan, Chonburi and Kanchanaburi; the Northeast, including Nakhon Ratchasima, Kalasin, Udon Thani, Nakhon Phanom, Maha Sarakham, Roi Et, Nong Khai, Mukdahan, Sakon Nakhon, Nong Bua Lamphu, Loei, Bueng Kan and Khon Kaen; and the South, including Nakhon Si Thammarat, Yala, Pattani, Narathiwat, Songkhla and Satun.

From the measurement results, it was found that everyone cooperated with dedication and seriousness. I would like to thank all sectors, the government, security agencies, administrative agencies, including the ONCB, for their full cooperation. In addition, from the satisfaction survey results from the people in the 25 provinces, it was found that satisfaction had clearly increased. It was also known that many large producers were arrested, causing small producers to be arrested as well, resulting in greater safety and greater satisfaction for the people.

At the same time, the Prime Minister emphasized that he wanted to organize a phase to quickly expand the number of provinces to cover the whole country because there are still many provinces asking for help in this matter, which must be continued strongly and look at examples of areas that have already been implemented, such as the Thawatchaburi Model in Roi Et Province and the Tha Wang Pha Model in Nan Province. When implemented, it is considered something that has been done with great results, including the issue of borders, which must be strictly prevented in order to prevent drugs from other countries from entering the country.

In addition, equipment has been provided to officers, such as night vision cameras and 4WD vehicles, to make arrests more effective and safer. This will continue to drive forward the issue and will use the lessons learned from the past 25 provinces to make it more effective. “Whatever is useful, continue to do it,” or shorten the steps to be more effective. Currently, the focus is on suppression and treatment, as well as enabling drug users to return to society and be ready to work after drug addiction treatment.

In addition, the Prime Minister also emphasized the clarity in the part of Re-X-raying about 200,000 people outside the system, including officials and education in prisons, where it was found that the percentage of people who are addicted to drugs are those who cannot access education. Therefore, he wanted a plan to set up a model to consider helping each other to expand this issue, which can be extended to the Zero Dropout education policy.

The Prime Minister also emphasized the importance of communication to create awareness among society and the public in the process of solving the drug problem. Communication is not just about showing results, but also about creating awareness among society about how seriously the government is taking this matter, including how much it has actually prevented and suppressed drugs.

“I want to get a summary of the entire process, how many have been arrested, where have the seized drugs gone, to answer society about how drugs are destroyed, what records are kept to answer people’s questions. Also, regarding asset seizure, please make it systematic, do it seriously, but how much will be seized, what the limits are, we will discuss later,” the Prime Minister reiterated.

The meeting discussed and considered the following important issues:

(1) Agree in principle with the action plan for prevention, suppression and solution of drug problems at the provincial level for fiscal year 2568 by 25 provinces urgently, expand the implementation to 76 provinces and Bangkok, 8 targets, implement 5 focus points, 15 guidelines, 4 indicators, Re-xray overview.

(2) Approved the appointment of a committee to follow up and expedite operations to prevent, suppress and solve the drug problem, which was the original order that Mr. Sathit Thaveesin, former Prime Minister, had carried out.

(3) Approved the designation of additional urgently needed areas by requesting approval to announce additional operational areas in 2568, areas in 3 border districts of Tak Province, namely Umphang District, Mae Ramat District and Tha Song Yang District, in addition to the original 2 districts, namely Phop Phra District and Mae Sot District, including the establishment of the "Command to Intercept and Suppress Narcotics, Precursors and Chemicals, Northern Border (N.B.Y.S.35) and Northeastern Border (N.B.Y.S.24)".

In this regard, the Secretariat (Office of the Narcotics Control Board) shall draft an announcement of the Narcotics Control Board on the determination of areas of urgent need for drug prevention and suppression, and submit it to the Chairman of the Narcotics Control Board for signature.
