Past events have reminded us that Thailand’s warning system is still ineffective, slow, and unclear. We need to improve Thailand’s warning system as follows:

1. Change the SOP (Standard Operating Procedure) system to be able to send messages immediately after receiving information from the Meteorological Department, without the Department of Disaster Prevention and Mitigation needing to sit and analyze the messages, which takes more than 1 hour, and the messages sent must be concise, correct, and easy to understand.

2. While Cell Broadcast is not yet complete, use the Virtual Cell Broadcast (CBE) system only for Android systems with 70 million numbers first, with the Department of Disaster Prevention and Mitigation sending directly to the Operator to notify the people.

3. For the iOS system, 50 million numbers, use SMS instead, with the Department of Disaster Prevention and Mitigation sending messages directly to operators to send warning messages to the public.

4. DE and NBTC will accelerate negotiations with Apple to temporarily enable the use of the Virtual Cell Broadcast system.

This type of alert can be used immediately, while the actual Cell Broadcast system is fully operational in August this year.

In the meantime, please have the Ministry of Interior create a disaster prevention plan and measures with a clear division of duties and procedures (Flowchart) to create understanding among all relevant agencies.

It is necessary to create a multi-format work system to support disasters at the local, provincial and national levels, including designing work divided by the severity of the disaster. The work system must be designed to support the Cell broadcast system. We would like to propose a work plan within 1 month.

And I would like to inform you that the SMS warning system or Cell broadcast is just one method of warning. The government has also prepared many methods of warning such as LINE application, Facebook, television, and various online platforms. The Department of Disaster Prevention and Mitigation has already contacted the media and the Public Relations Department. If a disaster occurs, the public can be warned immediately.

Ms. Paethongtarn concluded by saying that she would like the people to be confident that we will get through this together, and that the government will develop Thailand’s warning system as soon as possible.
