"This is considered a commitment from the Malaysian Prime Minister, and Malaysia has also accepted Thailand's request to maintain dialogue between the two countries so that the bilateral mechanism can continue. Another success for Thailand is that Cambodia has once again agreed to bilateral talks after having consistently refused," the acting defense minister said.

As for how Cambodia can be trusted, General Natthapol reiterated that he would use the same approach: Thailand would demonstrate maturity, act in accordance with international law, and adhere to international consensus. This would serve as a framework for assessing and controlling Cambodia's operations to determine whether they violate international law or conventions.

However, there are still two issues on which Cambodia has not yet accepted proposals: joint demining and joint suppression of transnational crimes, particularly online fraud. Thailand will raise these two issues for discussion at the next GBC meeting and will continue to address them until Cambodia accepts them, as Thailand has already made the international community aware of them.

General Natthapol said that he personally assessed Cambodia in three stages:

• The GBC meeting at the secretariat level showed that Cambodia had cooperated well with Thailand, even though there were some points that were not accepted and some points that were proposed that Thailand also did not accept. For example, Thailand proposed the issue of explosive ordnance disposal and solving the scammer problem, but Cambodia rejected it.
• The second step will be to evaluate the plenary GBC meeting, which has a large number of participants, which has been signed with Cambodia, and will be based on the signed document.
• The third step is to evaluate the implementation process. This step will be governed by the Regional Border Committee (RBC) mechanism. Then, one month later, there will be a meeting of the Thailand-Cambodia Joint Boundary Commission (JBC).

"This time, regarding the Thai-Cambodian conflict, temporary observers, who are ASEAN military assistants based in Thailand, will be deployed to monitor the situation. Therefore, no foreign troops will be deployed to Thailand. The public and the media can rest assured," General Nattapol stated.

He confirmed that both the GBC mechanism and the Thai-Cambodian Border Situation Administration (TBSA), which has a closely monitored legal team, will act within the legal framework. However, if it exceeds its authority, it will be submitted to the National Security Council (NSC) and the Cabinet.

"The CCSA's operations will not last long, but the government remains concerned about the current situation. Therefore, we would like the CCSA to continue its work. When the time comes, we will propose a conclusion, as we acknowledge that it is a very difficult task involving various legal proceedings and subsequent cases," said General Nattapol.

To ensure legal security, a private advisory team will be appointed, comprising the Secretary-General of the Council of State, the Cabinet Secretary, and the Secretary-General of the National Economic and Social Development Council. This team will assist in reviewing the actions already taken by the NBTC and identify any improvements that may be needed. Approximately eight advisors, including experts in military affairs, law, mapping, and history, will also be appointed. This is because the future work may be beyond the capabilities of the NBTC and the GBC. Therefore, qualified and experienced individuals are required to assist with the work that should proceed.

Regarding the order for people in shelters to return to their homes, General Natthapol stated that local agencies can assess and decide on their own to allow people to return home without having to report to the CNSC meeting. However, the military remains concerned about unexploded ordnance in the area and the safety of the people. He has therefore requested that officials assess the situation until they are confident.

Entrepreneurs in Sa Kaeo, Chanthaburi, and Trat provinces who are experiencing hardship are asked to be patient. Once the situation improves, measures will be gradually relaxed.

"Although the Royal Thai Police's EOD team has arrived to help with the bomb disposal, there are still some areas that have yet to be inspected. Therefore, the military will have to reassess. Once the soldiers and police are confident, they will be sent home," the acting Minister of Defense stated.
