Chaturon points out that amending the constitution must not be divided into two parts, and urges the government to hold a referendum for the first and second time in a single round.

Chaturon emphasized that constitutional amendments must not be divided between us and others. He urged the government to hold a second referendum in a single round. The party is prepared to propose a new draft amendment to Article 1 of the Constitution to align with the Constitutional Court's ruling.
On September 11, 2025, at 1:43 PM, the Pheu Thai Party revealed that at the Parliament, Mr. Chaturon Chaisang, a Pheu Thai Party list MP, joined a press conference outlining the party's approach to amending the Constitution following the Constitutional Court's ruling on September 10.
The Pheu Thai Party will expedite its proposal to amend Section 256 within the next week. Although it has already been submitted to Parliament, it should be resubmitted to align with the Constitutional Court's ruling. They also call on the government to hold a first and second referendum simultaneously, to test the government's sincerity in amending the constitution.
Chaturon stated that the Pheu Thai Party and the People's Party have proposed a draft amendment to Section 256 of the Constitution, and the Speaker of the House has placed it on the agenda, but it has not yet been considered. Given the Constitutional Court's ruling, the Pheu Thai Party will have to propose a new amendment to Section 256 of the Constitution to align with the Court's ruling and ensure the best possible solution, enabling public participation in drafting a new constitution in the future.
The Pheu Thai Party is pleased with this matter and would like to express its intention to see cooperation among various political parties, without division between them, in order to help amend Section 256 of the Constitution, as stipulated in Paragraph 8 of the Constitution. This means that a referendum will be held once the draft amendment has passed the third reading of Parliament. If such cooperation is achieved, it will lead to the process of drafting a new constitution.
“However, currently neither the Parliament nor the Cabinet has expressed a desire or initiated the process of drafting a new constitution through a referendum. This can be done in two ways: either Parliament votes for the Cabinet to proceed, or the Cabinet initiates it itself. Since the Constitutional Court has stated that the first and second constitutional drafts can be combined, this depends heavily on the government's decision. Therefore, the Pheu Thai Party would like to invite and urge all political parties and the incoming government to help consider how to make the two referendums happen in one, which would save time and resources,” said Mr. Chaturon.
Mr. Chaturon concluded that it is necessary to discuss the amendment of Article 256 to reach a satisfactory conclusion acceptable to Parliament, as well as discuss holding two referendums at once. He emphasized the crucial need for discussions among political parties and cooperation from a government genuinely committed to making these constitutional amendments happen.
