The National Anti-Corruption Commission (NACC) has accepted an investigation into Settha, the Cabinet, the Director of the Office of the National Economic and Social Development Board (NESDB), and the Budget Office regarding the transfer of 3.5 billion baht in funds, which were used to add 10,000 baht.

The National Anti-Corruption Commission (NACC) unanimously approved the investigation of Mr. Settha and the Cabinet, along with the Director of the Office of the National Economic and Social Development Board (NESDB) and the Deputy Director of the Budget Bureau, into the issue of a 35,000 billion baht budget reduction for specialized financial institutions to be used in the 10,000 baht top-up program, in line with the Pheu Thai Party's policy.

It was revealed that the National Anti-Corruption Commission (NACC) has unanimously resolved to investigate the allegations against Mr. Settha Thavisin, when he was Prime Minister, his cabinet, and associates.

They jointly proposed a budget reduction for five specialized financial institutions: the Small and Medium Enterprise Development Bank of Thailand (SME Bank), the Export-Import Bank of Thailand (EXIM Bank), the Government Savings Bank, the Government Housing Bank (GH Bank), and the Bank for Agriculture and Agricultural Cooperatives (BAAC), totaling 35 billion baht. This amount will then be increased to central budget expenditures for use in economic stimulus projects in accordance with government policy.

According to the petitioner's allegations, the said actions may constitute a joint action or omission of duty in violation of the Fiscal Discipline Act B.E. 2561 (2018), Section 9 and Section 20, first paragraph (5), with the intention of using the said budget for the 10,000 baht top-up project, in accordance with the Pheu Thai Party's campaign policy announcement, with the aim of creating political popularity, potentially causing damage to the country's financial system. This may constitute an offense under the Criminal Code, Section 157, and the Organic Act on the Prevention and Suppression of Corruption B.E. 2561 (2018), Section 172.

The NACC will conduct an investigation of the following individuals or groups of individuals:

1. Mr. Sathit Thaveesin when he was Prime Minister
2. The Cabinet of Mr. Settha's government, which attended the meeting on August 13, 67, resolved to approve the proposal to reduce or change the budget expenditure items for the fiscal year 2568.
3. Mr. Pornchai Thirawet, Director-General of the Fiscal Policy Office, and Mr. Karnin Kanjanomai, Deputy Director-General of the Budget Bureau, were involved in proposing budget reductions or changes for five state-owned specialized financial institutions.

In the case of other defendants, the NACC has considered and resolved as follows:

1. Ms. Paethongtarn Shinawatra, Prime Minister, and the Cabinet in Ms. Paethongtarn's government. The National Anti-Corruption Commission (NACC) unanimously voted not to accept the case for investigation, as at that time she had not yet assumed office or performed her duties as Prime Minister.
2. The Special Committee for Consideration of the Draft Budget Act for the Fiscal Year 2025, the National Anti-Corruption Commission (NACC), by a majority vote of 5 to 2, voted not to accept the matter for investigation, as there were no facts or evidence to support the claim that the defendants had participated in reducing or changing the budgets of the five financial institutions.
3. The National Anti-Corruption Commission (NACC) unanimously voted not to accept the matter for investigation, as there were no facts or evidence supporting their involvement in the budget reduction or change of the five financial institutions.
