Banks and financial institutions have issued financial measures to help flood victims in Hat Yai and the South.

The Bank of Thailand urges urgent assistance to debtors.

Bank of Thailand (BoT) Instruct financial institutions, specialized financial institutions, and non-financial retail loan operators to expedite assistance to debtors affected by the flooding in the southern region.

Under the relaxation guidelines that the Bank of Thailand has previously set as follows:

1. Credit card loans The minimum repayment rate for affected debtors can be considered to be lower than the rate set by the Bank of Thailand for a period not exceeding 12 months from the date the area is declared a disaster area.

2. Supervised personal loans and digital personal loans The conditions of the temporary emergency credit line may be considered to be higher than the rate set by the BOT so that debtors have sufficient emergency funds to recover damages caused by disasters. The credit line must be approved as soon as possible, no later than 12 months from the date the area is declared a disaster area.

3. All types of loans Consideration may be given to providing financial and liquidity assistance to debtors to repair their homes or to enable them to continue their careers or businesses, including adjusting conditions such as reducing or waiving interest and fees, relaxing debt repayment terms, or restructuring debt.

The said credit limit must be approved as soon as possible, not exceeding 12 months from the date the area is declared a disaster zone. During the assistance period, the Bank of Thailand will relax the debt classification criteria to maintain the same classification as before the disaster.

The Bank of Thailand (BOT) would like to extend its support and concern to all citizens facing this disaster. We sincerely hope that debtors affected by the disaster will receive assistance to overcome their difficulties.

"Krungthai" 

           Krungthai Bank, concerned for flood victims in Hat Yai District, Songkhla Province, and several other southern provinces, has launched relief measures for retail customers and SME entrepreneurs. These measures aim to alleviate financial burdens, including interest reductions and debt repayment installments, as well as increase liquidity for daily living and repair damaged property.

             Mr. Eakchai Techawiriyakul The Chief Risk Officer of Krungthai Bank revealed that the bank is concerned about the people affected by the continuous heavy rains that have resulted in flash floods in Hat Yai District, Songkhla Province, and several other southern provinces. This has caused widespread damage to property, jobs, and the livelihoods of customers and the public.

Krungthai Bank has issued financial measures to assist flood victims, covering financial burden reductions, including reductions in installment payments, interest rate cuts, and emergency funds to enhance liquidity. These measures include repairs to damaged homes and property.

             Measures to ease the burden of current loan customers 

1.Home loans, business loans SSME (Term LoanReduce the installment amount by 75% of the current installment amount for 1 year and reduce the interest to 0% per annum for 3 months. After that, the interest is fixed at 2.5% per annum for 33 months (including a special interest period of 3 years).

  1. 2. Personal loans (Term Loan)Reduce the installment amount by 75% of the current installment amount for 1 year and reduce the interest to a fixed interest rate of 4.5% per year for 3 years.
  2. 3. Business loansSME:Providing comprehensive assistance, including interest rate reductions, reduced repayment installments, principal payment suspensions, interest-only payments, principal and/or partial interest payments, contract extensions and repayment schedule adjustments, etc., the terms and criteria for each customer's consideration are in accordance with the bank's criteria. The bank will consider the appropriateness of each customer to reduce financial burdens and reflect the customer's economic situation and income, which is expected to recover in the future.

Loan measures for home repairs / business rehabilitation For existing customers requesting additional credit limit or new customers

Siam Commercial Bank 

Commercial Bank of Thailand Urgent measures have been implemented to assist customers affected by the flooding in the South, including flood-affected areas in other affected provinces, in accordance with the Ministry of Interior's announcement. This includes providing full assistance to individual customers, business loan customers for entrepreneurs, and SME customers, including payment suspension measures and special loans for home and business repairs.

The flooding has caused widespread damage to property and the livelihoods of citizens, particularly in the southern region. The impacts have spanned 10 provinces: Surat Thani, Krabi, Nakhon Si Thammarat, Trang, Phatthalung, Satun, Songkhla, Pattani, Yala, and Narathiwat, as well as other flood-affected provinces, as announced by the Ministry of Interior. Siam Commercial Bank (SCB) recognizes the distress caused by this situation and stands ready to support customers in alleviating the impact. This initiative has launched urgent relief measures for both individual customers, business loan customers, and SME customers. This includes both existing and new customers, including debt repayment suspension and new loan support for home repairs and business rehabilitation. Details are as follows.

The personal customer group and the business loan customer group for entrepreneurs consist of:

  1. Housing loans
  • For existing customers – Home Loans and My Home My Cash Loans: defer principal payments for up to 3 months. Defer principal payments and pay only interest.
  • For new customers – Home loan top-up for home repairs (Home Loan Top-Up for Home Loan customers or Home Loan Top-Up for My Home My Cash Top-Up customers) 0% interest for 3 months, free collateral appraisal fee, including single-family homes, duplexes, townhouses, condominiums, and commercial buildings.
  1. car loan For car loan customers, you can postpone debt repayment for up to 3 months and extend the repayment period for up to 3 months (including the borrower's age not exceeding 65 years).
  2. Business loans for entrepreneurs (SSME)
    • For current business loan customers for entrepreneurs, defer principal payments for up to 3 months. Defer principal payments and pay only interest.

Business customers SME: The Bank has a project to assist entrepreneurs affected directly and indirectly through four main measures: 1) a suspension of principal payments for up to six months; 2) a suspension of principal and interest payments for up to three months; 3) a temporary increase in revolving credit lines, up to 20% of the original revolving credit line and not exceeding 10 million baht; and 4) a loan limit for renovations, repairs, or replacement of damaged business assets, up to 20% of the original credit line and not exceeding 10 million baht.

SME customers can contact business relations officers and the SCB Business Call Center at 02-722-2222 to participate in the project from November 24, 2568, to December 31, 2568.

Siam Commercial Bank (SCB) would like to offer its support to the flood-affected people in the southern region and is committed to providing the best possible assistance to all customers, enabling them to overcome this crisis. The bank will expedite the thorough and timely review of affected customers' requests to ensure they can return to normal life as quickly as possible.

For home loans, the effective interest rate has been increased to between 4.662% and 13.397% per annum. The Minimum Retail Rate (MRR) for prime retail customers is currently 6.775% per annum, effective August 15, 2568. Kasikorn Bank

Measures to alleviate suffering are as follows:

Measures to assist individual customers

  • Kasikorn Thai Home Loan, defer principal payments, pay only interest for up to 3 months
  • Home loan, additional loan available for home repairs, 0% interest rate for 3 months, free collateral appraisal fee
  • Kasikornbank credit cards, Xpress Loans, and Xpress Cash cards offer a principal payment deferral and interest payments for up to 3 months.
  • Car hire-purchase loans: Reduce monthly payment amount by up to 50% for 3 months and extend the payment period by 3 months.

Measures to assist business customers

  • Original credit limit, postpone principal payment, pay only interest for up to 3 months.
  • Loan for repairing business premises, maximum loan period 5 years, interest rate 3.5% in the first 2 years, with a break on principal payments, paying only interest for a maximum of 3 months.

    Home Loans: Borrow only as much as you need and can afford. Interest rates are between 5%-6% per year. The calculation assumption is based on the MRR interest rate per year. The MRR interest rate as of August 15, 2568 = 6.78% per year. However, the floating interest rate can be increased or decreased. Months 1-3, interest rate 0% per year. Months 4-36, interest rate 4.88% per year. After that, the MRR interest rate is calculated until the end of the contract. The average interest rate for the first 3 years is 4.47% per year. TTB launches “re-establishment” measures 

Due to the flooding situation at the end of 2568, which has caused flooding in many areas, particularly the southern and central regions currently experiencing flooding, TMB Thanachart Bank (TTB) has urgently launched a comprehensive "Stand-Back" measure to provide relief and increase liquidity for individual customers, business operators, and SMEs.

Export-Import Bank of Thailand (EXIM BANK)

EXIM Bank helps customers weather the flood crisis in Hat Yai and the southern region by adding a 30-day automatic debt extension measure, complemented by comprehensive assistance measures.

Mr. Chalat Rattanabunnithi, Managing Director of Export-Import Bank of Thailand (EXIM BANK) Due to the continuous heavy rains that have caused flash floods and widespread damage in the southern region, particularly in Hat Yai District, Songkhla Province, where EXIM Bank's branch serves all customers in the southern region, EXIM Bank has implemented additional assistance measures to immediately alleviate customer burdens. These measures include short-term and long-term loans, as well as debt restructuring loans due in December 2568. These measures include an automatic 30-day extension of debt repayment. This is to provide immediate relief to customers affected by the flooding in areas announced by the Department of Disaster Prevention and Mitigation (DDPM), who may be experiencing difficulties and unable to contact the bank.

For business loan customers
• Relax debt repayment terms to suit the debtor's situation, such as reducing the installment amount, extending the debt repayment period, or temporarily waiving principal payments for a period not exceeding 12 months.
• Support additional large business loans to enhance short-term liquidity, repair businesses and rehabilitate businesses.
• Support for SME business loans, loan period up to 5 years, fixed interest rate starting at 3.5% per year for 2 years*, after that no less than MLR-1% per year.

For retail loan customers
• The Bank has prepared various measures to ease debt repayment conditions for affected customers. Assistance will be considered according to the level of severity received, including:
Credit card
– Reduce the debt repayment rate by reducing the minimum overdue interest (Min Pay) from the normal rate by 3% for a maximum period of 6-12 months.
– Reduce outstanding interest by up to 75% for no more than 3 billing cycles or up to 90 days.
– Suspension of principal and interest payments for 3 months, interest rate 5% per year.
– Debt restructuring

Personal loans under supervision
– Bua Luang Sukjai Loan: Reduce interest rates from the normal rate by 1% or postpone principal payments for a maximum period of 3-6 months.
– Bualuang Aunjai revolving loan: Interest rate reduced from the normal rate by 1% for a maximum period of 3-6 months.

Home loans, mortgage loans and personal loans
– Reduce monthly installment payments by up to 40% (pay the full amount of interest and pay some of the principal) for a maximum period of 6-12 months.
– Pay in installments according to the original terms and reduce the interest rate by 0.5% for a maximum period of 3-6 months.
– Suspend principal payments, but still pay the full amount of interest for a maximum period of 3-6 months.
– Principal repayment suspension, still paying some interest, not less than 70% for a maximum period of 3 months, or not less than 50% for a maximum period of 6 months, with the remaining interest being set aside.

For customers who wish to apply for additional loans and new customers
• Support for Bualuang Poonphol Loan (loan with a home as collateral) with installments for up to 5 years, special interest rate MRR-2% (4.65%) per year and free survey and collateral appraisal fees** to use the money for home repairs.
