The SEC has revised its principles related to sustainability disclosure.

The Securities and Exchange Commission (SEC) has revised its sustainability disclosure principles in accordance with the ISSB standards.
28 November 2568 The Securities and Exchange Commission (SEC) Improve the principles related to raising the level of sustainability disclosure in accordance with the International Sustainability Standards Board (ISSB) standards for companies issuing securities and listed on the Stock Exchange of Thailand, regarding the enforcement period, so that companies have sufficient time to prepare.
The Securities and Exchange Commission (SEC) places importance on sustainability disclosure for companies issuing securities and listed on the Stock Exchange of Thailand (SET) in accordance with international standards. The SEC has upgraded the sustainability disclosure standards of such companies through a public consultation process, revising the criteria and disclosures in Form 56-1 One Report-S or other relevant documents. This is to create uniformity and consistency in reporting across companies, taking into account practical suitability within the context of the Thai capital market ecosystem, and ensuring that these practices do not create excessive burdens or costs for companies. Furthermore, it provides investors with comparable information to support their investment decisions.
Following the public hearing, the SEC deemed it appropriate to maintain the sustainability disclosure guidelines in accordance with the ISSB standard, requiring companies to disclose information in accordance with IFRS S1 and S2. Initially, only climate-first reporting will be required, along with disclosure of Scope 1 and Scope 2 greenhouse gas emissions. Data will also be subject to standardized and reliable verification. This verification can be performed by a carbon footprint auditor registered with the Thailand Greenhouse Gas Management Organization (Public Organization) (TGO) or other auditors, subject to verification in accordance with international standards. The implementation period will adopt a phased-in approach, with transition relief measures in place.
In addition, the SEC sees fit to review only the principles related to the enforcement of the enforcement period, which were approved by the Capital Market Supervisory Board in November 2568. The main points of the revised principles are as follows:
1) Summary of business groups and the effective date and submission of reports for all business groups.
Business group, effective year, year of submission of report
-
- SET50 2570 2571
- SET100 2571 2572
- All companies in SET (including IPO) 2572 2573
- All companies in mai and REIT/IFF/IFT/PF (including IPO) 2573 2574
2) Consideration of companies according to the Stock Exchange of Thailand Index (SET Index) group, including:
(1) SET50 index group that is included in SET50 in the December 2569 period
(2) SET100 index group that is included in SET100 in the December 2570 period
The SEC is currently working on revising the announcement and other relevant documents. Upon completion, the SEC will communicate this to relevant parties. Furthermore, the SEC will continue to develop a preparedness plan through training and the development of a disclosure manual in collaboration with partner agencies both domestically and internationally. This will enhance the capacity and understanding of the private sector, as well as facilitate a smooth transition to sustainability disclosure in accordance with the ISSB standards for listed companies.
