Speaking at a meeting of European Union ambassadors, she stated that while Europe continues to defend and support the rules-based world order that it and its allies have helped create, Europe can no longer expect this system alone to protect its interests or shield it from the new threats facing the world.

“We will continue to defend and uphold the rules-based regulations we have co-created with our partners, but we can no longer rely on this system alone to protect our interests, or expect these rules to safeguard us from today’s sophisticated threats.”

She also stated that the European Union urgently needs to review whether its strategic concepts, institutions, and decision-making processes, designed in the post-World War II era of global stability and multilateral cooperation, are still capable of responding to the rapid changes in the world today.

She also questioned whether the system Europe has built, which emphasizes consensus and compromise, might be becoming an obstacle to the European Union's credibility as a key player on the geopolitical stage.

"We need to seriously consider whether the system we have built, which is well-intentioned to foster consensus and compromise, may be either helping or hindering Europe's credibility as a geopolitical player."
