The Public Debt Management Office (PDMO) unveils a plan to borrow 1.76 billion baht, beginning with the first tranche of 3.5 billion baht for the "Thai Help Thai Plus" program.

The Public Debt Management Office (PDMO) unveiled its fundraising plan under the 400,000 billion baht loan decree, confirming that 1.76 billion baht will be borrowed gradually to support the first phase of the "Thai Help Thai Plus" project. The first tranche, totaling 3.5 billion baht, is scheduled for tender submission to financial institutions next week.

It was revealed that the Public Debt Management Office (PDMO) has prepared a fundraising plan of 1.76 billion baht under the 4 billion baht borrowing decree to support the "Thai Helps Thai Plus" project. Next week, they will begin sending out prospectussions to various financial institutions to open the first round of loan bidding.

There are two main types of fundraising methods. These include promissory notes (P/N) with maturities of 3-5 years, disbursed monthly at 35 billion baht for four months until the end of fiscal year 2026. An additional 35 billion baht will be secured through long-term loans from financial institutions (term loans of 3-5 years), which will be borrowed gradually as needed. Currently, a tender announcement is being prepared for financial institutions next week to facilitate bidding and disbursement by June 1, 2026, in order to help citizens overcome the high cost of living crisis.

“The Public Debt Management Office (PDMO) will prioritize Promissory Notes (P/N) as the primary tool, while Term Loans will be a secondary tool depending on the suitability of the spending plan. Based on the requested loan amount of 1.76 billion baht to advance the Thai Help Thai Plus project, the PDMO aims to gradually raise funds in installments of 35,000 billion baht, continuously every month until September 2569, before the end of the fiscal year. It is confirmed that this fundraising will not be a large sum of money borrowed and stockpiled at once, but will be considered based on the necessity and actual spending flow of the various projects. Currently, the Cabinet has approved the use of borrowed funds through the Thai Help Thai Plus project and the top-up of the State Welfare Card.”

In terms of interest rates. The Public Debt Management Office (PDMO) assesses that current market interest rates remain low, based on discussions with various commercial banks. It was found that many financial institutions showed interest in participating in this loan auction, with the selection process primarily considering the offer with the lowest interest rate.

In addition to raising funds for the emergency loan decree, the Public Debt Management Office (PDMO) also plans to raise funds to compensate for the budget deficit through the issuance of savings bonds. Following the government's policy to support easier access for individual investors, the PDMO is currently studying the issuance of monthly savings bonds through the "Savings Plus" program.
