The Communist Party has issued a new resolution to attract foreign investment to drive the economy, focusing on high-tech industries and innovation. The goal is to attract at least three major corporations to establish headquarters and research and development centers in the country. The roadmap aims for foreign businesses to account for 30% of GDP by 2045, with the aspiration to become a regional hub for manufacturing and innovation.
June 13, 2569 – The Vietnam News Agency (VNA) reported the latest resolution of the Politburo of the Central Committee of the Communist Party of Vietnam regarding a major shift in economic direction and strategy. The Vietnamese government announced an aggressive goal to attract more investment from developed countries with strengths in technology, capital, and modern management systems. The target is for approximately 75% of foreign investment to come from these developed countries by 2573.
At the policy and business environment level, Vietnam aims to elevate itself to become one of the leading destinations in the ASEAN region for high-quality foreign investment projects by 2573. This will be achieved through measures to improve the business environment, enhance competitiveness, boost innovation capabilities, and improve the efficiency of government services. The resolution clearly outlines the importance of foreign investment.
"Businesses that receive foreign investment are a key component of the Vietnamese economy."
In terms of the overall picture and direction of targeted industries, the report indicates that the sectors that the Vietnamese government prioritizes and aims to attract foreign investment in will focus on future industries and advanced technologies. These include electronics, semiconductors (chips), digital devices, artificial intelligence (AI), big data, cloud computing, the Internet of Things (IoT), blockchain, advanced biotechnology and biomedical technology, green industries, and other high-value-added services.
From this broader strategy, the Vietnamese government has set practical targets at the organizational and private sector levels, aiming to attract more leading global technology companies to invest and do business in the country, specifying specific conditions.
"Vietnam aims to attract at least three leading global technology companies to establish headquarters, branches, or R&D centers within the country, as well as attract foreign companies with core and specialized technologies that have the potential to connect and integrate into global value chains."
For its long-term growth plan, by 2588, Vietnam aims to develop its foreign-invested sector to achieve sustainable growth and effective integration into the domestic economy. This will support the grand goal of becoming a highly competitive regional hub in manufacturing, services, innovation, and business operations. It is projected that this foreign sector will contribute approximately 30% of Vietnam's GDP in the future.
