Thai workers are in high demand! Italy has expressed a need for 20,000-30,000 Thai workers per year in the agricultural, healthcare, and service sectors. They are also accelerating the process of signing a Memorandum of Understanding (MOU) on labor issues to open up opportunities for legal employment.

During the 114th Annual General Meeting of the International Labour Organization (ILC) in Geneva, Switzerland, efforts were made to further solidify labour cooperation between the two countries.

Deputy Spokesperson for the Prime Minister's Office said This discussion represents a significant development in employment opportunities for Thai workers in the European market. The Italian government has included Thailand in its draft labor law, or Flows Decree, which is a crucial mechanism for legally accepting foreign workers and facilitating the employment of Thai workers in the agricultural, industrial, and service sectors, both as seasonal and permanent workers.

Following previous discussions between the Thai Ministry of Labour and the Italian Ambassador to Thailand, the Italian side expressed interest in recruiting up to 20,000-30,000 Thai workers per year in sectors experiencing labor shortages. These include the agricultural, public health, and service sectors, which aligns with the Decreto Flussi 2026-2028 policy that sets quotas for over 500,000 workers from outside the European Union. This represents a significant opportunity for Thai workers to gain greater access to quality labor markets in Europe in the future.

The Minister of Labour has requested support from Italy's Ministry of Labour and Social Policy to expedite the completion of a Memorandum of Understanding (MOU) on labour between the two countries. This MOU will be a crucial mechanism for legally sending Thai workers to work abroad, reducing the risk of being exploited by illegal brokers, and enhancing the protection of labour rights, welfare, and employment conditions to international standards.

During the discussions, both sides also agreed to expand cooperation in four key areas: the development of vocational education and joint workforce training centers; the exchange of knowledge on old-age pension systems; labor protection and family welfare; and increasing opportunities for sending Thai workers to the European labor market.

Furthermore, Thailand has expressed interest in studying Italy's technical education model and dual-track education system, which links the education sector with business and enterprises to upgrade the skills of Thai workers to meet the demands of the modern labor market. They also discussed exchanging best practices in developing occupational safety and health, as well as the concept of "the right to disconnect" to protect employees from being forced to work overtime.

If the MOU is finalized as planned, Italy will become another important labor market for Thais in Europe, amidst the continuously increasing demand for foreign workers, especially in the agricultural, healthcare, and service sectors, which are facing labor shortages in many areas. This collaboration not only opens doors to job opportunities for Thai workers but also reflects Thailand's role as a trusted source of quality labor from international trading partners.
