It has been revealed that the Cabinet has acknowledged the results of its consideration/actions based on the recommendations of the National Anti-Corruption Commission regarding preventive measures against corruption in the Suvarnabhumi Airport development project, as proposed by the Ministry of Transport. The details of the considerations/actions are summarized as follows:

In the preparation and revision of the essential elements of the Suvarnabhumi Airport (BKK) Master Plan, the government should require Airports of Thailand Public Company Limited (AOT) to submit the said master plan to the Cabinet for consideration and approval. In order to align with the government's policy of promoting Suvarnabhumi Airport (BKK) as a regional aviation hub, and to mitigate the risk of the BKK master plan potentially favoring a specific private entity.

The results of the consideration/implementation of the Suvarnabhumi Airport Master Plan were prepared in accordance with the criteria, requirements, and guidelines of the International Civil Aviation Organization (ICAO) and the International Air Transport Association (IATA), which stipulate that airports must prepare an airport master plan and review it every 5 years or when the aviation context, economic and financial conditions, and other factors change.

Airports of Thailand Public Company Limited (AOT) has consistently followed these guidelines and recommendations. In preparing the 2568 Suvarnabhumi Airport Master Plan, which is the 5th master plan, AOT collaborated with Netherlands Airport Consultant (NACO), a company with experience in developing airport master plans for airports worldwide, such as London Heathrow Airport, Singapore Changi International Airport, and Kuala Lumpur International Airport.

The Suvarnabhumi Airport Master Plan 2568 was developed taking into account the current aviation context, including passenger trends, the state of the aviation industry in Thailand and globally, and factors supporting future development, in order to determine the direction of airport development that aligns with changing needs and contexts.

The Airports of Thailand Public Company Limited (AOT) has completed the 2568 Master Plan for Suvarnabhumi Airport and submitted it to the relevant agencies for review. Currently, it is under review by the Office of Transport and Traffic Policy and Planning before proceeding to the next steps.

2. The government should consider establishing guidelines for the development of Suvarnabhumi Airport. It is necessary to clarify the designation of this important international airport for the country in order to avoid impacting the development of airports in Bangkok and its surrounding areas, as well as the U-Tapao Airport development project, which is currently underway as part of the infrastructure development plan in the Eastern Economic Corridor.

Furthermore, the government should prioritize establishing clear guidelines, processes, and methodologies for studying and developing the master plan for Suvarnabhumi Airport (BKK), such as defining an appropriate timeframe for reviewing the master plan. This should involve key relevant agencies in the review process to ensure the master plan complies with ICAO requirements.

The government's decision/action is clear: Suvarnabhumi Airport (BKK) is the country's main airport. Furthermore, its maximum passenger capacity of 120 million people per year will not affect the development of airports in Bangkok and its surrounding areas, including the U-Tapao airport development project.

Furthermore, Airports of Thailand Public Company Limited (AOT) has established guidelines, processes, and methodologies for studying and developing the master plan in accordance with the standards of the Civil Aviation Authority of Thailand and ICAO. The 2568 Suvarnabhumi Airport Master Plan is based on the current context of air navigation, airport service needs, technology, and related environmental factors.
