The deputy spokesperson for the Prime Minister's Office stated that the Red-whiskered Bulbul, or Bulbul, is currently listed as a protected wildlife species (excluding aquatic animals), under the bird category, number 576. This means that owners, breeders, and traders must obtain permits according to the law, and must also meet specific qualifications and conditions. This poses significant limitations on large-scale breeding and propagation.

This reclassification aims to provide opportunities for the public to more easily breed and propagate the Red-whiskered Bulbul, helping to increase the bird population through captive breeding, replacing capture or hunting from the wild, and developing it into an economic activity to generate income for breeders. It also supports the preservation of community traditions and the culture of raising birds for singing competitions, especially in the southern region.

The Wildlife Conservation and Protection Committee has approved the removal of the Red-whiskered Bulbul from the list of protected wildlife. The committee has also instructed the Department of National Parks, Wildlife and Plant Conservation to closely monitor the population status and numbers of these birds in the wild. If a population decline is observed or if there is a risk of extinction or threats to their distribution, the matter must be brought back for consideration to reinstate the Red-whiskered Bulbul as a protected wildlife species.

The Deputy Spokesperson for the Prime Minister added that the Ministry of Natural Resources and Environment opened a public consultation on the draft ministerial regulation through the central legal system and the website of the Department of National Parks, Wildlife and Plant Conservation from February 11–25, 2569. The majority of comments approved the approach, while relevant agencies had no objections in principle and believed it would help create added economic value and income for aquaculture farmers.

“This reclassification of the Red-whiskered Bulbul is about balancing the promotion of livelihoods and the community economy with the conservation of natural resources. The government will support responsible breeding practices coupled with continuous monitoring of wild populations to prevent negative impacts on the ecosystem and to prevent increased capture or hunting from the wild,” Ms. Lalida said.
