The Comptroller General's Department has issued guidelines for requesting the carryover of the 2569 budget to be disbursed in the following year through the New GFMIS Thai system. It emphasizes that government agencies must complete this process by September 2569 to prevent budget cancellations and help inject funds into the economy.

Aug 26, 2569 Mrs. Patricia Mongkhonvanit, Director-General of the Comptroller General's Department It has been revealed that the Comptroller General's Department has issued guidelines and procedures for requesting the allocation of budget funds for fiscal year 2569 for disbursement in the following year, in order to support the continuous circulation of budget funds into the economic system.

Furthermore, government agencies can implement plans/projects and spend budgets according to objectives, as well as correctly and completely carry over funds for disbursement in subsequent years, in accordance with the Budget Procedures Act B.E. 2561 (2018).

Government agencies are instructed to comply with the following:

1. Carryover Funds for Outstanding Obligations (No Minimum Amount): Government agencies can request the carryover of budget funds from fiscal year 2569 for outstanding obligations for all items, without a minimum amount, through the New GFMIS Thai system as follows:

  •  There is a procurement contract/agreement, PO record, or CX type reserve fund document (including cases of international sales contracts).
  • If the procurement/appeal process is underway and a call for proposals has been issued, a winner has been announced, or an appeal is pending under the Procurement Act B.E. 2560 (2017), record it as a CX document first, and then update it to a PO after the contract is signed.
  • Special budget items and government policies, such as construction compensation (K-factor), land expropriation costs, loan interest, public service subsidies, scholarships/research grants, allowances for village health volunteers/Thai Health Promotion Foundation members, and expenses for royal ceremonies, should be recorded as reserve funds of type CK.
  • For Sub-district Administrative Organizations (that are not yet disbursing units), the Provincial Local Administration Promotion Office should record the CX document entries on their behalf.

2. Confirmation and Status Verification Process: Once the budget allocation document (CX/CK) has been successfully recorded, the agency must select (LIST) and confirm the information (CONFIRM) in the New GFMIS Thai system. (Regional agencies must submit this to the budget-owning government agency for confirmation, along with requesting the NFMA60 or NFMA60CX report to check the status “31,” which confirms that the request for budget allocation carried over to the next fiscal year has been completed.)

3. If you wish to cancel a confirmed item for budget disbursement, the government agency or the disbursing agency must send a letter to the Department of the Comptroller General (Public Sector Payment and Receipt Management Division) before the last working day of September 2569.

“I reiterate that government agencies must expedite procurement and disbursement of budget funds to be completed within the previous fiscal year. The practice of carrying over funds to the following year is a way to help government agencies continuously utilize their allocated budget before it is cancelled. However, requests for carrying over funds must be completed by the last working day of September 2569. Furthermore, to ensure that budget disbursement complies with relevant laws and regulations, please have your respective internal auditors review this matter to ensure efficient expenditure.”
