Japan's Digital Agency discovered unauthorized access to servers after malicious individuals exploited a VPN vulnerability, risking the leak of names, email addresses, and phone numbers of approximately 246,000 people.

On September 11, 2026, at 11:09 AM, Bloomberg News reported that Japan's Digital Agency revealed that its servers had been accessed without authorization, potentially resulting in the leakage of personal data belonging to approximately 246,000 people.

The Digital Office said in a statement Friday that in late June, it detected extensive access to files on the Government Solution Service (GSS) network using a system maintenance account.

Subsequent investigations revealed that the malicious actors had exploited vulnerabilities in the Virtual Private Network (VPN) system to access the system and potentially steal data from government officials and other individuals using the network.

The potentially leaked information includes names, email addresses, and phone numbers. However, the Digital Agency states that, to date, there is no confirmed evidence that the information related to this incident has been misused.

This incident occurs amid escalating cyberattacks in Japan. The Japanese National Police Agency reported 123 ransomware attacks in the first half of 2016, the highest number in six months since the government began collecting such statistics.
